Militant group sees Nograles hand in Palparan’s fresh anti-Left campaign in Davao City

Manila, Philippines-The left-leaning fisherfolk alliance Pambansang Lakas ng Kilusang Mamamalakaya ng Pilipinas (Pamalakaya) on Sunday said the fresh deployment of rabid anti-communist crusaders Bantay party list Rep. Jovito Palparan Jr., Jun Alcover of Alliance for Nationalism and Democracy (ANAD) in Davao City has the seal of approval of House Speaker Prospero Nograles.

In a press statement, Pamalakaya national chair Fernando Hicap said Speaker Nograles is the current godfather of Palparan, tagged by activists as “butcher” responsible for the hundreds of cases of political killings and enforced disappearances of activists during his stint in Mindoro island, Eastern Visayas and Central Luzon.

“It is an open book to all political circles that Speaker Nograles is now the chief political-military benefactor of Gen. Palparan. The Butcher of Mindoro, Eastern Visayas and Central Luzon is strong ally and partner of the Speaker in terrorizing all political activists and members of the opposition in the city,” added Hicap.

The activist fisherfolk leader issued the statement after reports reached its office in Quezon City that Palparan and Alcover resumed their anti-Left and counter-insurgency driven black propaganda against legitimate people’s organizations like Bayan Muna, Bagong Alyansang Makabayan (Bayan), Gabriela, Kilusang Magbubukid ng Pilipinas (KMP) and other activist groups.

Reports said Palparan had been spreading anti-communist propaganda branding leaders of militant groups in Davao City as either leaders or supporters of the Communist Party of the Philippines (CPP) and its armed wing– the New People’s Army operating in the Southern Mindanao Region, and therefore legitimate targets of military operations.

“Palparan is endorsing anew the Arroyo government’s campaign to assassinate leaders and members of militant party list and people’s organizations in Davao City. The Commission on Elections and even the House leadership should step in and stop this criminal frenzy of Palparan backed by his benefactors in and out of Malacanang, in and out of AFP and in and out of Congress,” said Hicap.

The Pamalakaya leader said Speaker Nograles—the former human rights lawyer turned coddler of Palparan and Alcover connived with another rabid anti-Left and pro-GMA (Gloria Macapagal-Arroyo) military official Brig. Gen. Eduardo del Rosario in attacking and demonizing progressive groups and personalities who are also opposed to Nograles’ plan to become the next mayor of Davao City due to his subservience to President Arroyo and the ruling military clique in Malacanang.

“Nograles thru people with criminal minds like Palparan, Alcover and del Rosario wants to score a back-to-back win for the government’s anti-insurgency program known as Oplan Bantay Laya 2 and for his mayoralty bid in Davao City,” said Hicap.

Last year, Pamalakaya called on Nograles to expel Palparan from Congress because the latter was using his seat as party list representative to attack the eight militant congressmen—Bayan Muna Reps. Satur Ocampo, Teodoro Casino and Atty. Neri Javier Colmenares, Anakpawis party list Rep. Joel Maglunsod and Rafael Mariano and Gabriela Women’s Party reps. Liza Maza and Luzviminda Ilagan.

But Nograles junked the call for Palparan’s expulsion from Congress. Prior to Palparan’s joining of Congress as party list representative, the controversial retired army general where seen a couple times visiting the office of Speaker Nograles.

“The Nograles- Palparan connection has been established long before this criminal lawmaker entered the House of Representatives as party list representative of the pro-Arroyo military clique in the Armed Forces of the Philippines,” added Hicap. #

The left-leaning fishermen alliance Pambansang Lakas ng Kilusang Mamamalakaya ng Pilipinas (Pamalakaya) on Thursday said it believed that Bantay party list Rep. Jovito Palparan and Alliance for Nationalism and Democracy (Anad) party list Rep. Pastor Alcover are accomplices to the abduction and torture of Fil-Am activist Melissa Roxas.

“Their extreme behavior and tour de force performance in carrying out the brazen lies and incorrigible lines of attack of the Armed Forces of the Philippines in and out of the Commission on Human Rights and the House Committee on Human Rights to pin down Roxas reveal that they were in cahoots with the abductors and torturers of Roxas,” said Pamalakaya national chair Fernando Hicap.

“Since that is the case, we ask the CHR and the chair of the House Committee on Human Rights to investigate the possible involvement of Palparan and Alcover on the Melissa Roxas abduction and torture case,” the Pamalakaya leader added.

Hicap said he has this strong gut feel that Palparan and Alcover have knowledge of the abduction and torture of Roxas by agents of the military belonging to the Northern Luzon Command of the AFP, particularly the 7th ID in Fort Magsaysay, where Palparan, while still in military service used to hold office and other functions as chief of the infantry division.

“Palparan and Alcover came out from nowhere and suddenly presented pictures and video showing and alleging Roxas as a member of New People’s Army operating in Nueva Ecija and Aurora at the time the military could no longer sustain its state of denial and demonization campaign against Roxas. Where did they get the pictures presented by RC, one of Roxas abductors and torturers? Who gave them the pictures and the video which are in the possession of the military” he asked.

Pamalakaya’s Hicap said the acquisition of pictures and video allegedly showing Roxas as an NPA regular in Central Luzon suggested that Reps. Palparan and Alcover knew the abductors and torturers of Roxas, and this angle should be judiciously explored and investigated by the CHR and House Committee on Human Rights chaired by Rep. Erin Tañada III.

“We ask the CHR and the chair of the House Committee on Human Rights to investigate Palparan and Alcover. These party list lawmakers are performing in accordance with the sinister agenda of the National Security Council and the AFP against Roxas and leaders and members the mainstream Left,” said Pamalakaya.

The militant group said aside from Palparan and Alcover, the CHR and the House Committee on Human Rights probing the abduction and torture of Roxas should also investigate the 7th ID Chief Maj. Gen. Ralph Villanueva and the rest of the officials based inside Fort Magsaysay, where Roxas was allegedly taken by his abductors to squeeze information from the Fil-Am activist. #

This was the immediate reaction of the left-leaning fisherfolk alliance Pambansang Lakas ng Kilusang Mamamalakaya ng Pilipinas (Pamalakaya) after learning yesterday that the Department of National Defense and the Armed Forces of the Philippines promoted three Army officers linked to the enforced abduction of activist Jonas Burgos in Bulacan province.

“We were outraged by this latest political escapade of the defense and military officials. The partners in crime of the national security syndicate in Malacañang and retired Army Major General Jovito Palparan got their promotions for terrorizing activists, critics and the people in the communities opposed to President Gloria Macapagal-Arroyo’s republic of election fraud, state terror and super corruption,” Pamalakaya national chair Fernando Hicap said in a press statement.

“Where is justice here? The three stooges of Palparan—Lt. Cols. Edison Caga, Melquiades Feliciano and Noel Clement were also accused and guilty of terrorizing the coastal and farming communities all over Bulacan province were given military promotions for performing their roles to the hilt as implementers of state-sanctioned terror,” the Pamalakaya leader added.

The three promoted Army officers, according to Pamalakaya, were the point persons of Palparan in orchestrating campaigns in coastal communities accusing the militant fisherfolk group of extorting P 50,000 monthly from fishpond owners, recruiting coastal people to join the New People’s Army and sowing terror among the people in coastal areas.

“Caga, Feliciano and Clement were oriented and trained in the tradition of Palparan. Their mindset were boxed in the political context of the counter-insurgency campaign known as Oplan Bantay Laya 1 and Oplan Bantay Laya 2 and their military mission for the government is to carry out extrajudicial killings and enforced disappearances against political activists, critics and opponents of the Macapagal-Arroyo government and the military establishment,” Pamalakaya’s Hicap asserted.

Pamalakaya warned members of the Commission on Appointments (CA) on the serious implications that will arise from the confirmation of the three Army officers implicated in the abduction of Burgos and the number of political killings and enforced disappearances in the province over the last five to six years.

“Definitely there would be a major backlash if the CA will confirm the appointments of these killers, abductors and torturers in military uniform. It will entertain a major political showdown inside the parliament, in the streets and in the court of public opinion. We ask the members of the appointing and approving authority to quash the promotions of these extrajudicial killers and political kidnapping animals,” the militant group said.

Likewise leaders of Pamalakaya took turns in berating Defense Secretary Gilbert Teodoro and Army spokesperson Lt. Col. Arnulfo Burgos for defending the promotions of three Army officers.

“The promotions of the three stooges of the National Security Council and Palparan will further embolden members of Malacañang’s death squad to commit more political killings and enforced disappearances to clinch promotions from the extrajudicial killing republic of President Arroyo. That’s the objective and logical conclusion of this horrible act,” said Pamalakaya. #

The national chairperson of the left-leaning fisherfolk alliance Pambansang Lakas ng Kilusang Mamamalakaya ng Pilipinas (Pamalakaya) on Wednesday said his group was rejoicing with the decision of Batangas City prosecutor junking the arson case filed against Pamalakaya-Southern Tagalog secretary General Isabelo Alicaya and 26 other militant leaders in the province.

“It was a triumph of the people’s persistent quest for truth and justice over the sinister agenda of the ruling national security syndicate in Malacañang,” said Pamalakaya national chair Fernando Hicap in a phone interview.

The Pamalakaya leader added: “We are very happy for scoring another political and legal victory against the Inter-Agency Legal Action Group of the militarist regime of President Arroyo. Of course, the Arroyo administration will not stop in persecuting our leaders and they will continue their evil agenda against our colleagues, but they were frustrated with this one and that is a cause for a celebration.”

Hicap said it will advise the regional council of leaders of Pamalakaya-Southern Tagalog and the Haligi ng Batangueñong Anakdagat (Habagat), the group’s provincial chapter to study the filing of criminal and administrative charges against the complainant, the complainant witnesses and members of the Philippine National Police in Batangas who orchestrated the filing of the case before the provincial prosecutor’s office.

“We will advise Ka Beloy to explore the filing of criminal and other appropriate charges against the complainant, his witnesses and their handlers in the provincial police and in the military. Something must be done to teach these militarists and their partners in crime a lesson of a lifetime,” the Pamalakaya leader added.

The case against Alicaya, labor lawyer Atty. Remigio Saladero and 25 others stemmed from the alleged burning of a Globe Telecom cell site in Lemery, Batangas on August, 2008 allegedly by members of the New People’s Army.

In her 7-page decision penned by Third Assistant Provincial Prosecutor Esmeralda Andaya, the prosecution said the complainant’s case against the respondents was destroyed by no less than the statements of the complainants’ witnesses.

Andaya said the evidence presented by the complainants during the preliminary investigation reveal serious and inexplicable discrepancies and characterized by missing links and loose ends that refuse to tie up.

The assistant prosecutor also said the enumeration of aliases of 11 respondents who appeared before her, including Saladero, is not sufficient to prove that the accused are members of the NPA and they are responsible for the destruction of the cell site.

Pamalakaya said Globe is well informed that these leaders known as ST 27 are focused on more important concerns like agrarian reform, social justice and human rights and don’t have motives nor the physical and armed capacity to burn cell sites. “They are plain and simple activists and patriots working for the cause of farmers and oppressed folks in the region,” the group said.

The Pamalakaya said: “That’s why it so ridiculous on the part of Globe to file this arson and rebellion complaint. What’s the purpose of this stupid rebellion case? Are they in cahoots with the military in pursuing an all-out campaign of terror and political repression against legitimate people’s organizations?”

The militant group believed that the filing of rebellion and other charges against ST 27 was orchestrated by Malacañang, the National Security Council headed by security adviser Norberto Gonzalez and the Inter-Agency Legal Action Group (IALAG) chaired by Justice Secretary Raul Gonzalez.

Aside from Alicaya and Saladero, those who were cleared in the arson and rebellion charge include Agaton Bautista, organizer of the Kilusang Magbubukid ng Pilipinas (KMP) affiliate Samahan ng Magbubukid sa Batangas (SAMBAT), Renato Baybay of KAMAGSASAKA-Cavite), Noriel Rocafort, secretary general of Bagong Alyansang Makabayan (Bayan-Batangas chapter), Bayani Cambronero, regional coordinator of Bayan Muna-Southern Tagalog, Atty. Remigio Saladero, founding member of National Union of People’s Lawyers (NUPL) and 21 more from Bayan allied organizations.

Also those cleared from arson charges are Amelita Sto. Tomas of Gabriela-Cavite, Alex Arias of KMP-Laguna, Rolando Mingo, vice chair of the transport group Piston, Romeo Aguilar of urban poor group Kadamay and Dina Capetillo of the human rights watchdog Karapatan-Batangas.

Pamalakaya said the 27 leaders are in the master list of the AFP and the PNP in Southern Tagalog who were marked as targets of the Palace-backed death squads in the region. Currently under fire from global people for masterminding the death of 901 activists over the last seven years, the militarist regime is now carrying this kind of strategy to silence these activists from exposing and opposing the crimes of President Arroyo and her military in the region,” the group noted.

Pamalakaya also said the strategy of filing fabricated charges has been implemented in many regions like Central Luzon, Central Visayas, Eastern Visayas, Mindanao regions and Negros provinces. The group said Oplan Bantay Laya II is also giving weight to the legal offensive to make sure leaders of activist groups are silenced and terrorized. #

Organizers of the 54-day Rural People’s Camp-Out for Genuine Agrarian Reform led by the left-leaning fisherfolk alliance Pambansang Lakas ng Kilusang Mamamalakaya ng Pilipinas (Pamalakaya) and Kilusang Magbubukid ng Pilipinas (KMP) on Tuesday accused President Gloria Macapagal-Arroyo of building a political dynasty inside the House of Representatives with newly proclaimed Jovito Palparan, Bantay party list group Rep. as part of the extended family.

In their joint statement, Pamalakaya national chair Fernando Hicap and KMP spokesperson Antonio Flores said with the entry of Kasangga party list lawmaker Ma. Lourdes Arroyo, younger sister of First Gentleman Atty. Jose Miguel Arroyo, the Arroyo political dynasty composed of Ms. Arroyo, presidential sons Pampanga Rep. Juan Miguel Arroyo and Camarines Sur Rep. Diosdado Arroyo, and her brother in-law, Negros Occidental Rep. Ignacio “Iggy” Arroyo is now in placed.

“This is the case of Arroyo political dynasty plus plus with the entry of Bantay party list Rep. Jovito Palparan and other Palace-backed and Palace friendly party list lawmakers in the House of Representatives,” both leaders said.

Pamalakaya’s Hicap said President Arroyo and the four Arroyo lawmakers in the House of Representatives violated the 1987 Constitution that rejects political dynasty as a practice of governance. The Pamalakaya leader cited Article 2, Section 26 of the 1987 Constitution that compels the state to prohibit political dynasties in the country.

“The same section (Article 2, Section 26) in the constitution gives an explanation why there should be an end to political dynasties, so that there would be “equal access to opportunities for public service. The President and the four other Arroyos in Congress are guilty of violating the country’s fundamental law,” added Hicap.

“In fact, the politically correct term in describing the Arroyos striking and powerful presence in the House of Representatives is political syndicate or political gang, where the four will serve as the core of the pro-GMA dominated congress, and they would be ably supported by the likes Palparan who is unofficial member of the Arroyo political mafia inside Congress,” the Pamalakaya leader said.

Flores of KMP is set to join other militant party list lawmakers in filing the disqualification case against Palparan before the House of Representatives Electoral Tribunal (HRET). An advisory released by Bayan Muna, Gabriela, and Anakpawis announced that the groups will lead in the filing of the disqualification case before the House of Representatives Electoral Tribunal (HRET) today at 10:30 a.m.

“The Lower Chamber of Congress is supposed to be the house of the representatives of the people. How come a criminal on the loose like Palparan is here and using the podium of the House to attack militant groups and other critics of the bankrupt, criminal and corrupt regime of President Arroyo? It will be the grandmother of all tragedy to allow The Butcher of Mindoro, Central Luzon and Eastern Visayas to exploit the House and perform his role to the hilt as attack dog of Malacañang and the military establishment” Flores said. #
